Elizabeth Valdés-Miranda Fernández is a Professor of International Public Law, Faculty of Law, University of Havana. She was also Political Counsellor for the Deputy Chief of Mission at the Cuban Embassy in Japan.

The presentation will examine how international climate and energy law operates within a structurally unequal global system, highlighting the gap between formal legal obligations and the material capacity of states to implement them, using the Cuban case as an illustrative example. It will discuss the global energy transition, which is legally structured but practically uneven, shaped by financing, technology, and institutional constraints.
